Anna Milioni (CRÉ) publishes a new review of Bradley Hillier-Smith’s book entitled The Ethics of State Responses to Refugees (Routledge, 2025) in the Journal of Moral Philosophy.

In her review, Milioni notes that Hillier-Smith criticizes the dominant “Duty of Rescue Approach” (DRA), according to which states have a duty to assist refugees insofar as they can do so at little cost. This approach poses two problems: it wrongly portrays the Global North as mere innocent bystanders and fails to specify the strength and content of states’ duties toward refugees.
